Cyber-attacks resulting in data breaches and financial loss are commonplace today and can impact any business or organization. The financial services sector is routinely targeted by cyber-criminals because banks are repositories of sensitive customer information, including financial information, and because bank computer systems can be abused by criminals for financial gain. American community banks are typically small and rural, and their cybersecurity operations are affected by factors that typically do not impact larger and more metropolitan banks. The purpose of this study was to identify specific negative influences on community bank cybersecurity programs and to discover ways in which community banks can improve their cybersecurity preparedness within the identified constraints.This research found that community banks face staffing challenges due in part to their rural-centric business focus. Their cybersecurity operations are often under-resourced, especially in the areas of human and financial resources. Community banks are more sensitive to income disruptions and unexpected financial outlays, and they often outsource technology services, including cybersecurity, to third parties. Meanwhile, community banks are subject to the same set of risks as midsize and large banks, including the systemic risk that affects the entire financial sector. The issues identified in this study may be mitigated by using an industry-standard cybersecurity framework to guide the implementation or improvement of cybersecurity programs. Additional research into community bank cybersecurity programs may be beneficial in discovering whether the strict use of a framework improved outcomes.
