An environmental and economic feasibility assessment was performed by designing and analyzing the effects of a bypass road for a heavily trafficked corridor in Middletown, New Jersey. The analysis determined the monetary and environmental impacts associated with the traffic delays of a no-build condition, and compared them to three traffic alternatives of the proposed condition. A hydrologic study was completed to determine the flood risk of the project area and gain a holistic understanding of the downstream environmental impacts of the proposed construction. The research sought to determine the levels of delay required to economically and environmentally justify the construction of a bypass road in the project area, with potential future research including the development of a universal cost-benefit analysis methodology for bypass structures.
