This dissertation poses the problem in a different way by asking why similar economic conditions in the two Koreas gave rise to revolutionary land reform in North Korea and less radical reforms in the South. A further comparison is made between the limited but successful reforms in South Korea and the almost complete failure of land reform in the Philippines, another East Asian nation occupied by the United States at the end of World War II.

The absence of foreign intervention ensured that peasant radicalism translated into revolutionary land reform in North Korea. By contrast, United States intervention in South Korea blocked peasant mobilization after the collapse of Japanese rule in 1945. Instead, the U.S. fostered a liberal land reform which served to mollify peasants and which aided the development of indigenous South Korean capitalism and capitalists. In the Philippines, the U.S. was able to support local landlords and prevent peasant radicalism without having to foster even a liberal land reform program.
