This research study used a qualitative grounded theory methodology from a constructivist point of view to gain a thorough description of human resource (HR) departments' staff and directors' understanding of their past, current, and future personnel selection process (PSP). The researcher analyzed data from interviews, actual and mock observations, mock reviews, and focus groups on PSP to conclude a grounded theory for PSP. The analysis from HR departments' staff and director of their experiences of using PSP served as the foundation for developing this grounded theory which showed a need to create new PSP that can help in selecting current and future employees. The theory uncovered in this study represents an analysis of existing literature and data transcribed from interviews and observations of nine participants in large health care organizations. Therefore, the researcher developed a new PSP grounded theory titled Promote. This approach addresses the concerns of HR departments' staffs and directors from the health care field. The new PSP was created by discovering organizational needs. This brief framework introduces a new PSP that can help transform an organization's work environment into a suitable work environment. The developed theory, Promote, identified organizational development, communication, evidence-based coaching and feedback, evaluation and results, professional ethics in leadership, and proactive leadership as the necessary components of an effective PSP.
