There exists the need to curb fraudulent activities during Nigerian governments' projects procurements. The lack of accountability by those involved in states and federal procurements is a major factor to failed public developments, noticeable as inadequate roads, buildings, water supplies, sanitations, and electricity for Nigerian citizens. It is critical to address the problem because of fraudulent activities, practiced during budgetary provisions, contract fulfilments, and project executions are the roots of many failed public projects. The purpose of this explanatory qualitative case study was to explore project management methodologies for promoting accountability during Nigerian government project procurements. The researcher used qualitative multiple case study design as the strategy for exploring the perspectives of Nigerian bureau of public procurement officials, business executives, and scholars for answering the three main research questions. Each of the nine study participants used separate, but unique personal identifier and code for accessing reserved telephone number for a one-on-one audiotaped interview session. Participants provided their perspectives to 15 open-ended questions relating to fraudulent activities, laws and policies used to curtail frauds, and methods used for promoting accountability during governments' procurement of public projects. I conducted interviews over the telephone, transcribed, and analyzed participants' responses using NVivo-11(TM) software in obtaining the study themes. The primary themes that emerged from the three main research questions were fraudulent activities are linked to project procurement practices, Nigerian governments' procurement practices affected peoples' life, and the need to restructure shareholders' responsibilities to promote accountability in public procurement process. The implications for resolving existing failed projects and executing future project procurements are major, but solvable to achieve project developments in Nigerian. This study recommended the need for Nigerian government to structurize its national procurement processes and to encourage future researchers, comprised of industry professionals to define national standards for guiding foundational constructs of public and private installations in Nigeria.
