The emergence of artificial intelligence (AI) is part of the fourth industrial revolution, which includes the Internet of Things (IoT), nanotechnology, biotechnology, quantum computing, and robotics. The level of AI available today is called artificial narrow intelligence (ANI), or primitive AI. Examples of ANI include Google translator, speech and image recognition, playing chess, and self-driving cars. Scientists have predicted that as technology continues to evolve, ANIs will be replaced by artificial general intelligence (AGI), capable of performing all human tasks. Subsequently, AGIs will create artificial superintelligence (ASI).

Today, AI applications are available for medicine, customer service, financial services, law enforcement, military, and many other human disciplines. Businesses, professions, governments, and military organizations are implementing AI automation processes. However, critics of AI technology point out that even at the current ANI, the designers of these platforms have not created the recourse mechanisms to question AI decisions. The implementation of explainable artificial intelligence (XAI) standards would help develop more transparent systems to keep humans in the loop.

Primitive narrow AIs are being used to develop lethal autonomous weapon systems (LAWS) and cyber weapons, which are much faster and more accurate than humans, but pose a great risk to humanity. The transfer of dual-use technology from countries like China and Russia may facilitate the development of LAWS and other AI weapons by nations and non-state actors hostile to the US. To ensure peace, there is an urgent need to establish a treaty for non- proliferation of LAWS and cyber weapons.
