The modernization of disaster communications has evolved to include the expanding world of social media. Match this with disasters and the field of emergency management and the makings of a comprehensive communications tool has developed. This qualitative, exploratory case study research project examined the role of social media usage by nine California county-level emergency managers and their public information officers. Through semistructured interviews, reviews of any policy, and actual evaluations of social media entries by the participants, this triangulation of data seeks to reveal the lived experiences of emergency managers and their interactions with the public and other agencies via social media. The participating counties once identities were masked were broken down by market size into small, medium, and large counties. Research questions that were designed to be aligned with this study include (a) Given the increased role and use of social media, to what extent are California county emergency management authorities altering their strategies to allow for a change from one-way data streams with the public to a more modern, multi-modal platform information sharing capability?; and (b) To what extent has the implementation of social media policy created challenges to the organization? Data were gathered over the spring and early summer of 2017. The data and all recorded interviews were then transcribed and analyzed; policies were evaluated for content; and the social media entries of participating counties were reviewed. All data were managed manually, and themes were broken down into a spreadsheet for further review. The findings, as presented in Chapter 5 show alignment, with few exceptions, to the research questions and also point to a requirement for further study on how citizen journalists are being utilized. What was not found to be of significance was the role of policy, which was viewed as a background issue and not an impedance to practice.
