Base-line work places in China's cities (i.e., factories, schools, stores, government offices, etc.) are called work units (danwei). These work units are defined by the government as multi-functional organizations. It is through work units that the government administers the country and controls the people.

Work units form an organizational hierarchy. Four variables are suggested to examine the position a work unit occupies in the hierarchy: ownership, functional division, authority or official rank, and size of the work unit.

Work units are evaluated by Chinese people as having status characteristics. Better work units offer more benefits to workers. Consequently, to enter a better work unit serves as a goal of status attainment. The question, "who gets where," is then raised, and the determinants of work-unit attainment are explored.

Recent survey data from a city-wide representative sample (Tianjin, North China) are used to examine these issues. The author finds that work-unit status is determined by multidimensional variables (ownership, functional division, and authority) that are legitimized by the government.

With regard to work-unit attainment, it is found that education, parental status, and social resources (the status of contacted persons, or guanxi) are the basic determinants, exerting significant influence on the work-unit attainment for both males and females, and for all age cohorts. In contrast, the effects of gender and political variables on work-unit status are found to be affected by social-political changes observed in post-revolution China. It is also found that gender inequalities in occupations and earnings are rooted in an unequal work-unit assignment between men and women, due mainly to the fact that the memberships in the Communist Party and Youth League help men, but do not help women.

At the end of this study, the author discusses the implications of the findings, and offers suggestions for further research.
