To direct the study within China and Hong Kong is of particular interest. These two societies share a common language and culture, but are espousing very different development strategies to modernize their societies. China is a socialist society, while Hong Kong is a capitalist society. Thus, by analyzing and comparing the information taught in their primary schools, we are studying the publicly sanctioned values that are essential to meet the needs of these two societies. In addition, the result of this study will shed some light on the debate between political-economic theorists and social/cultural change theorists regarding the role played by economic, political polity and cultural ethics in determining the dynamics of modernization.

The theoretical framework of this study is based on the Chinese and the Hong Kong educational policy which reflects their respective goals of development, and the shared cultural heritage of Confucianism. A broad review of all these cultural, social, political and ideological points of view in China and Hong Kong serves as the theoretical base for construction of our questionnaire and hypotheses. The content analysis questionnaire check list encompasses a profile of values, attitudes and correct behavior of the model child-citizen in China and Hong Kong. This instrument is used to record concise information from the textbooks. Hypotheses are set up to test the kind of factual, behavioral and political information that distinguish the two sets of textbooks. . . . (Author's abstract exceeds stipulated maximum length.
