This present study focuses on the Ottoman government's policy toward the tribes of Iraq between 1831 and 1920. This present study focuses on the Ottoman government's policy toward the tribes of Iraq between 1831 and 1920. This policy aimed to strengthen the central authority over the people of the provinces, and to weaken the power of the local chiefs and shaykhs, who were very powerful prior to and during this period.

To achieve this purpose, the governments tried to disintegrate the old, traditional tribal system during the Tanzimat era, and to eliminate the power of local government. Various means were used to achieve this goal.

The impact of this on the province was quite extensive, and the different local communities had to enter a new phase of involvement with the Ottoman government. This resulted in a period of anarchy within the province, but the new relationships eventually were established, despite the malthought plan and inconsistent methods adapted for this end.

By 1921, the authorities had succeeded in bypassing the paramount shaykhs and replacing them with small, local chiefs. This increased centralization and governmental power, allowing the ruling government to pursue more ambitious social and economic programs.
