Since 9/11, Western societies have been shocked by the increase in homegrown radicalized Islamic terrorists. Individuals, many of whom were born and raised in the West, have committed numerous atrocities, largely against civilian targets. What has often eluded counter-terrorism authorities, is the otherwise seeming normalcy of these terrorists prior to them perpetrating their acts. While there has been much literature since 9/11 about the homegrown radicalization process, there remains little consensus as to what triggers this process.

520 $a Definitions of radicalization, terrorism and jihad in contemporary literature are varied and without consensus. This paper will first define these terms both in regards to what they are and what they are not. It will then seek to illuminate the process of radicalization and uncover indicators as to when a radicalized individual crosses over to violent extremism. Finally, it will examine efforts by states and societies to prevent or mitigate against radicalization and examine the effectiveness of de-radicalization efforts.
520 $a Because of the varied contextual nature of the subject, this paper will focus on three countries specifically that present unique experiences with radicalized populations and compare their efforts. The United States, while having a relatively small Muslim population, is often viewed throughout the Islamic world as being a driver of foreign policies that are harmful to Muslim interests globally, such as the invasions of Iraq and Afghanistan as well its widespread use of drone strikes. This can contribute to the process of radicalization as its indigenous Muslim populations my begin to identify with the perceived suffering of fellow Muslims abroad.
520 $a The United Kingdom's experience is also noteworthy as it has had a long history with its own counter-terrorism efforts and also has one of the largest Muslim populations in Europe (approximately 5 percent). Additionally, the London bombings of 2005 presented a unique challenge to counter-terror experts as it was the first truly homegrown attack that did not rely on an external support structure. Finally, perhaps no other state in the world has such a long and storied experience with terrorism as Israel. In this context, Israel is confronted with large, though often contained, radicalized populations. By comparing the experiences of these three states, it is hoped that this will uncover common trends that may be applicable to others in the reduction of terrorism and the growth of violent extremism.
