This research examined how members of the U.S. House and Senate Armed Services Committees used Twitter to communicate committee activities to their constituents. To address the study's three research questions, a total of 17,756 tweets were collected from a purposeful sample of 30 members of the HASC and SASC during the study period October 1, 2015 to May 26, 2016. A quantitative content analysis was conducted using the individual tweet as the unit of analysis. Twitter content was categorized per coding methods established in previous research which enabled the results of this study to be compared to the results of that previous research. Two metrics, percent of total tweets relating to committee activities and tweets per committee activity were developed for this research. Key research findings conclude: that sample members use Twitter as a one-way communication platform with limited direct communication to constituents; that Twitter is not generally being used to communicate official defense authorization committee duties and responsibilities; that use of Twitter is not increasing transparency; that the HASC exhibits a higher rate of legislative function tweets while the SASC exhibits a higher rate of oversight function tweets; that Republicans exhibited higher tweet rates in both legislative and oversight functions than did Democrats; and that committee chairmen tweet about official committee duties and responsibilities more than committee minority leaders and sub-committee leaders. Additional findings identified four techniques being employed by congressional members to expand political messaging beyond the 140 character limitations of a single tweet, and that Twitter opinion leadership is directly associated with positional leadership within the HASC and SASC.
