Second language learners can become proficient in the second language without being able to interpret its meaning in a culturally appropriate manner. This study is conducted in two phases. First, interference factors identified in relevant literature are abstracted and organized into categories to provide the framework for the research; second, the second language adult learners (studying at a foreign university) are asked to provide cases in the aspect of misunderstanding on crosscultural communication; third, an English questionnaire based on the above two sets of information was given. The questionnaire consisted of "case studies" describing selected social interactions which included American social situations and Chinese social situations. It was administered to three groups: (1) Chinese from R.O.C. who had never been to U.S.A.; (2) Chinese from R.O.C. presently studying or once studied at a university in the U.S.A.; (3) Americans who had contacts with Chinese people or Chinese language.

The researcher found that even when the respondent is equipped with the ability of speaking English/Chinese, his/her frame of reference does not change. In analyzing and synthesizing unfamiliar phenomena, the respondents may possibly identify the behavioral conflicts of the target culture, yet their interpretations of the behaviors remain within the frame of the native culture of the respondents. Therefore, addressing the element of "culture" is strongly recommended in teaching a second language.
