The shortage of a skilled labor force is not an unusual problem faced by many developing countries. The Republic of China is no exception. The job market in Taiwan is suffering a skilled labor shortage in some areas of industry and business. Simultaneously, there are areas that have a surplus of skilled workers.

A 1984 study conducted by the Manpower Planning Committee of the Council for Economic Planning and Development, Executive Yuan, R.O.C., examined the degree of influence salary has on the willingness of youth to enroll in vocational training programs. From the economist's point of view, researchers investigated the economic factors which influenced the youths' decision. However, there are still several non-economic or social factors, which might have a great influence on this issue.

Rather than an economic approach, this study investigated the problem from the point of view of human capital development, an educational approach. In other words, this study looked at factors other than economic ones. It determined whether a youngster's educational, social or family background had an influence on this issue.

The major findings were: males and females relied on different information resources, and the information resources were not exactly the same for different age groups and education groups.
