本書針對美國國家安全局(NSA)在國內和國際收集情報信息提出46項改革建議。主要包括 : 停止收集通話數據, 國會應該盡快通過法案將數據庫交由通信服務商或獨立的第三方機構保管, 任何想要獲取這些數據的機構和企業都必須獲得涉外情報調查法院的特別許可等。這是自國家安全局承包商前雇員斯諾登事件以來, 首次有跡象顯示, 國家安全局可能因此而進行變革。白宮也試圖以此逐漸重建美國民眾對國家情報監控體系的信心, 以在維護國家安全的前提下重申維護公民隱私與自由的承諾。
