As economic competition becomes globalized, education must prepare for a 'knowledge-based' economy, and concepts such as decentralization, accountability, marketization and managerialism have become key in educational reform discourses around the world. In view of this, the Education Commission of Hong Kong has comprehensively reviewed the education system and launched a series of reforms since 1999.

Faced with the challenges, sacrifices and trade-offs that inevitably come with drastic change, school principals are tasked with the mission of implementing these reform policies without compromising the interests of their students. The degree to which this target can be achieved depends on how well principals execute ethical leadership, especially when confronted with dilemmas.

Scholarly studies of ethical leadership identify four theoretical criteria: the ethics of critique, justice, care and the profession. This study uses these criteria as a preliminary framework for analysis when exploring the issue of ethical leadership as practiced by Hong Kong principals. It seeks to understand the nature of the ethical dilemmas that principals have been facing at the school level, and the measures they have taken to resolve them.

In order to answer these research questions, the lived experience of school principals forms the qualitative data used in analysis. This study recruited a total of thirteen participants coming from two government schools, seven aided schools and four Direct Subsidy Scheme schools to attend individual semi-structured interviews.

Four key areas of contention were identified with regards to ethical dilemmas relating to the Education Reform: (1) the upholding of quality education, (2) policy changes, (3) human resources management, and (4) the self, or ego. While not all principals interviewed reported ethical challenges in every area, each participant has faced specific challenges in its unique school context, and the strategies adopted are found to emphasize the ethics of critique, justice, care and the profession to varying degrees. As expressed by several of the participants, the study has served as a valuable and cathartic means of self-reflection, which is in itself an important component of ethical leadership.

Based on the findings of this study, the ethical dilemmas experienced by the principals in this study have highlighted the significant impact that the Education Reform has had on schools, especially those with comparatively low academic performance. The researcher believes that the root of those dilemmas is related to the personal history and experience of each principal which, in turn, have shaped the educational values they hold dear. These values were put to severe test under the Education Reform, thus foregrounding the importance of ethical leadership. On the practical side, a review of the entry requirements for principals so as to include the dimension of ethics and ethical leadership is recommended.

The study proposes the ethic of altruism as the fifth paradigm of ethical leadership and offers the following recommendations for the effective practice of ethical leadership: principals should (1) continuously nurture their capacity to uphold the 'ethic of justice' while 'thinking outside the box'; (2) conduct regular self-reflections to strengthen and uphold their personal 'ethic of the profession'; and (3) create effective channels of communication within school community to foster understanding, boost morale, and reward actions of ethical integrity.
