Point source pollution from industrial activity is a significant environmental problem that impacts people and the environment unequally. Examining where pollution output occurs relative to proximate racial and class inequality issues and conditions of watersheds in an integrated analysis may provide a clearer picture for managers. I integrate watersheds into an analysis of social inequality and the impacts of pollution. I find that inequality based on race is present when using watersheds which is different from past research that used firm boundaries. These polluters are also characterized by their relationship with government entities, specifically as recipients of contracts. Pollution from industrial facilities is unequally generated by a small group of high polluters, and a possible explanation is that industries awarded government contracts emit more than counterpart facilities because close association with regulators may result in unequal treatment. I find contracted facilities account for a disproportionate share of emissions.
