The study posits that the effective functioning of our democratic system of government depends increasingly on having a knowledgeable and well-educated population to handle the complex public policy issues as well as everyday public opinion polling that the parties monitor so closely in shaping policies. This is coupled with the fact that the public has become increasingly disillusioned with politics and now displays a dominant mood of cynical negativism. Educators hope that political education can reverse the trend of elite participation and aim at teaching the skills, knowledge and dispositions that will make it possible for people to participate in the political systems should they choose to do so.
