It has long been proposed by the United Nations that everyone, regardless of income level or social stratum, has the right to acquire a basic level of knowledge and skills. This ideal blueprint of universalization of primary education is far from being achieved in China due to the negative impact of development strategies on education.

The rural responsibility system, one of the major development strategies, has rebuilt the political, economic, educational and social fabric in rural China in the 1980s. The greatest obstacle to realizing genuinely effective programs for meeting the overall needs of the poor in rural China was the lack of a full consideration of the potential impact of this rural economic developmental strategy. The last decade of development experience in rural China clearly shows that the development of human resources has been the neglected and sacrificed dimension.

The thesis attempts to expose the interrelationships among the Chinese national economic developmental strategies and education, particularly rural education. By so doing, it analyzes the difficulties faced by Chinese rulers to assure congruence between the intent of development strategy and its actual outcome. (Abstract shortened by UMI.).
