520 $a The purpose of this study was to determine the significant changes in adult education practice in the People's Republic of China since the 1978 Economic Reform and to examine the possible reasons for these changes.
520 $a A sociological method of research was used to identify the changes in question and place them in relation to other changes in China. Most of the evidence in this study came from primary sources in Chinese. A number of primary and secondary sources in English were also used.
520 $a Evidence indicates that, since the 1978 reform, Chinese adult education underwent a transition from primarily serving workers and peasants to training intellectual elites and professionals. The study found that this transition was reflected most clearly in three areas: (1) adult higher education expanded at an incredible speed; (2) cadre education was developed into management education; (3) literacy education suffered a qualitative and quantitative decline.
520 $a The Chinese leadership body has undergone a massive transition since the 1978 reform, resulting in a whole new cadre corps selected from the best educated segment of the population. The transition was carried out through careful ideological preparation and policy implementation. The study found that the most significant steps were: the improvement of intellectuals' political and social status; the establishment of the new cadre recruitment policy; and, the restoration of an elitist educational system through major changes in the role of adult education.
520 $a The study concluded that there was a close relationship between change in the composition of cadre members and change in adult education. The formation of a new cadre corps was achieved by means of adult education that supplied eligible members for a new ruling class.
