The aim of this research, first, is to provide a framework for a better understanding of the nature of economic development in newly industrializing countries (NICs). It examines development strategies of NICs in relation to the issues of import substitution and export oriented industrialization. Second, this research entails a comparison between East Asian and Latin American NICs on the interplay of state strategy, social classes, and foreign powers/capital upon economic performance. Third, this study utilizes the comparative research strategy for empirical analysis based on two levels: cross-national and historical. The method used here combines the quantitative measurement variable model with qualitative investigation research. Fourth, the economic development of NICs provides some valuable experiences, which could contribute to the development of other Third World countries. The macroeconomic policy model of NICs also provides policy alternatives for Third World countries.Subjects--Topical Terms:

Theoretical perspectives on Third World development and an analytical research framework for the study of the development of East Asian and Latin American NICs are discussed and presented. The analytical framework stresses the interrelationship between social class relations, the state, and the world system and how they shape development in the Third World. The empirical information pertaining to the economic development of the four NICs (Taiwan, South Korea, Brazil, and Mexico) between 1950 and 1988 is also provided. First, it focuses on the relationship between state policies and economic development, and examines how state autonomy and capacity initiated development policies and affected economic development. Second, it discusses the relation between the state and social classes, and shows how state-labor and state-capitalist relations affected national policies and development. Finally, it explores the relations between the state and foreign capital, and focuses on how the state managed foreign investments and multinationals to assist industrialization. In sum, the development of NICs involves the state as a crucial actor in response to economic development. High degrees of state autonomy and capacity enable a state to effectively bring about economic development.
