This study analyzes the developmental experience of Taiwan and highlights the complex and delicate context of transitions from the import substitution to the first export orientation phase and from the latter to the secondary import substitution and then to the high-technology post-industrial phase. It focuses on three sets of factors, namely, on the role of the state, on the external politico-economic influences, and on the native corporate and social development during 1950-1989. The development process has been analyzed based on the structural relationships and conflicts between (A) global and national dynamics, (B) state and society, and (C) corporations and labor (including gendered labor).Subjects--Topical Terms:

The special characteristics of the state in Taiwan lie in its continuous strong action to organize the socio-economic processes into a coherent pattern through innovative socio-economic and fiscal policies. The state also participated directly in many productive activities. State enterprises, however, did not fully develop into large and autonomous units of accumulation and, therefore, did not precipitate the formation of an autonomous state bourgeoisie.

U.S. aid, foreign loans, and initial foreign private investments solidified the special rule and economic role of the state and had far-reaching effects on both economy and society. Direct foreign investments centered at first in export processing zones but shifted recently to high-tech production in the new Scienced-Based Park. Progressively, Taiwan's huge trade surpluses made the U.S. resort to protectionism to pressure Taiwan to undertake various liberalization policies and, in turn, led the state to consider ways for competitive industrial upgrading (i.e. the so-called post-industrialization of Taiwan).

The successful corporate development in Taiwan had built a very strong industrial sector; on the other hand, services and financial industries now become more important to the economic restructuring. This has been also reflected in the formation of native business alliances and in the increasing links between local and foreign companies. The post-industrial push of new and powerful social forces also initiated many divergent struggles. The state was forced to take into account all social, cultural and political factors, in addition to the economic ones, in shaping the future relationships between itself and society.
