A national survey and interviews with public administrators across the nation were conducted to determine and compare the public preferences and actual practices of complex decision-making using currently existing decision-making frameworks as a guide. A measure for determining the willingness to engage in triple bottom line accounting, was developed for this study and used extensively. Results indicate that the preexisting decision-making frameworks failed to fully explain the complexity desired by the public and practiced by public administrators, failing to include the common barriers and internal stakeholders. Additionally, there exist significant differences in public preference and public administrator practice which balance social, environmental, and economic considerations differently. Novel to previous research exists a new measure for triple bottom line desirability as well as a new model for analyzing qualitative data.
