Between 1974 and 1992, fifty or so countries in the former Communist World and the Third World shifted in the same direction--from authoritarian rule to democracy. The causes of this phenomenon are diverse and inconclusive because each of the numerous theories and independent variables that have been employed to explain the transition to democracy is often relevant to only a few cases. Although there is no lack of serious works aimed at generalization, the usual application of theoretical "overdetermination" or "underdetermination" reflected the problem of generalizing the findings explored from numerous case studies, that is, uncertainty.Subjects--Topical Terms:

520 $a In order to avoid the problem that each theory or variable is only relevant to a few cases, one approach is to base research on a variable of choice that constantly connects with other known variables. The main advantage of this approach is that it considers not only the relationship between individual variables and the subject under research, but also the logical relationship among the variables, which cannot be done by a shopping-list style of inquiry.
520 $a This study focuses on the role of the military in the process of transition toward democracy because of its importance to regimes' survival. Besides, domestic, international, political leadership, and structural factors, all may affect or be affected by military attitude toward changes in and of authoritarian regimes, which makes the military, in light of its constant connection with the other variables, a factor worthy of being a starting point of political inquiry into the transitions toward democracy.
520 $a This study is built upon three seminal works with theoretical implications for the study of the military and transition toward democracy. These works are O'Donnell and Schmitter's Tentative Conclusions About Uncertain Democracies, Welch's No Farewell to Arms? and Huntington's The Third Wave.
520 $a The study examines their hypotheses on legitimacy, acceptable alternatives to the military, the military's decision to disengage, popular force and military suppression, and long-term disengagement of the military. Furthermore, two cases, Chile since Pinochet assumed power (1973) and Taiwan under Chiang Kai-shek and his successors (since 1949), are studied comparatively in two chapters to test the theoretical foundations of those three works.
520 $a The comparative case studies of Chile and Taiwan find that their transitions to democracy were cross-regional phenomena with a similar pattern. Their transitions were a function of multiple factors that could be found in both cases. The interactions among those factors followed basically the same rules in Chile as in Taiwan. Therefore, their transitions were not random events. The conclusions and generalizations acquired from this comparative study may thus be used as a basis of expanded discussion regarding the causes and consequences of military disengagement from politics.
