The thirty-year-old literature on Sino-Soviet/Russian relations has been, in essence, the study of the Sino-Soviet conflict. Since Soviet President Mikhail Gorbachev's visit to Beijing in May 1989, however, both countries have remarkably improved their overall relations. In particular, their military ties have not only expanded rapidly to include the sale of the advanced Soviet warplanes to China, but the level and scope of their military cooperation have increased faster than many scholars and officials would have thought possible. The puzzle is: what was the underlying rationale for the Chinese and Soviet/Russian decisions to resume cooperative military ties after more than three decades of hostility and confrontation?Subjects--Topical Terms:

This study argues that the Sino-Soviet normalization in general and their military cooperation since 1989 in particular require a serious revision of the dominant theme of conflict in the research tradition of the study of Sino-Soviet relations. It further argues that the current state of international relations research offers little help in explaining, let alone predicting, dramatic foreign policy changes.

By employing the state-centered perceptual analysis, this study looks into the motivational systems of China to help illuminate how China's relationships with the superpowers changed from one period to another. Notwithstanding the prevailing tendency among international relations theorists to emphasize systemic over domestic variables, it becomes imperative for an adequate understanding of foreign policy change to investigate not only the nexus between the external and domestic factors, but also the linkages among major domestic variables, such as the nature of politics, the leadership's role, and decision-making structures and processes.

At the practical level, this study analyzes the impact of the Soviet factor on China's defense modernization since the 1950s and on the latter's subsequent weapons development. It further offers a detailed analysis on the nature and extent of the current Sino-Russian military cooperation, including the Russian transfer of weapons and military technology to China, and its regional implications.

Finally, this study calls for a systematic and balanced attention on both external and domestic factors in explaining foreign policy changes. It concludes that Sino-Russian military cooperation is real and based upon the firmer ground of mutual security and economic interests than their ideologically-based honeymoon days in the 1950s and that overall improvements in Sino-Russian relations are likely to have a lasting impact on the regional and international order well beyond the year 2000.
