China has undergone remarkable changes in recent years. Two areas in which such remarkable changes are found are population control and agricultural management. These changes are results of policy shifts. However, long-term sustainable growth seems to be at stake because of the interactions of these two policies. Each of these policies is found to be formed within its own domain without due consideration of its impact on other policy domains. Such policy behavior often brings unintended consequences in other policy domains.Subjects--Topical Terms:

520 $a In this study we have found that the Chinese policy processes are affected by five major factors: rationality, power struggles, bureaucratic structure, time pressure, and leader charisma. The interactions of the two policies resulted in a series of unanticipated consequences. Specifically, the introduction of the agricultural management policy (the responsibility system) has revived a number of cultural and reality conditions that contributed to the recent resurgence of population growth in China. This study has examined how these conditions were revived.
