Three regulatory programs used to regulate industrial wastewater in China were examined: environmental impact assessment (EIA), pollutant discharge fees, and the Three Synchronizations Policy. A case study methodology was used to evaluate how these programs are implemented by municipal level environmental protection bureaus (EPBs) for textiles finishing, breweries, and food processing industries in four cities and counties in southern China. The influence of EIA is limited to development of mitigation measures to address environmental impacts of some new industrial facilities and is not effective in influencing factory siting decisions. The Pollutant Discharge Fee Program provides for the collection of fees when pollutant concentrations exceed national effluent standards. The revenues generated are used to subsidize the construction of wastewater treatment facilities and to support EPB environmental regulatory activities. Pollutant discharge fees are much lower than the cost of building and operating wastewater treatment plants. While factories did take advantage of funds available through the Program, they built wastewater treatment plants primarily in response to the Three Synchronizations Policy. Despite its limitations for ensuring compliance with effluent standards, the Pollutant Discharge Fee Program is important because it provides supplemental operating revenues for EPBs. The Three Synchronizations Policy gives EPBs the authority to follow the progress of a new or renovated plant's waste management program from design through construction to operation. At some new and renovated factories, the Three Synchronizations proceeded routinely, resulting in construction of wastewater treatment plants that complied with effluent standards. At other factories, the Three Synchronizations was used in conjunction with sanctions to ensure that effluent standards were met.

EPBs used various strategies to ensure their survival as institutions and to implement regulatory programs, including expansion in size, diversification of regulatory activities, and cooptation of other local government departments in implementing regulatory programs. EPBs have established semi-autonomous subsidiary units which provide environmental services for factories and supplemental revenue (independent of government allocations) for EPBs. The expansion of EPB systems by establishing subsidiaries has both positive and negative implications for EPBs as regulatory agencies.
