The goal in writing this thesis is to further develop the notion of a created ethnic identity in postcolonial Pakistan and to explore events that took place during this period that have been largely ignored or limited in research by scholars. This thesis focuses on the volatile ethno-political culture that exists today in Pakistan as a result of the political decisions made by the British during the colonial period. This work will outline the links between the new power structure that exists today in Pakistan by tracing its origins to the political maneuverings of the British. The relevance of researching this topic is extremely relevant in a contemporary context as it may help explain the chaos that is currently plaguing Karachi and the rest of Pakistan. Furthermore, this topic deserves further speculation considering its relative newness to the halls of learning and its significance to the more general discourse on national identity.

520 $a Some estimates put the number of politically related deaths in Karachi for the past three years at nearly seven thousand with nearly twenty-five hundred dying in 2012 alone. The city is the economic hub of Pakistan; responsible for generating a significant portion of the country's national revenue. Politically, the city is controlled by three separate political parties: Muttahida Quami Movement (MQM), Awami National Party (ANP) and the Pakistan People's Party (PPP). In order to narrow the scope of my research I will focus mostly on the motivations of the Muhajir community to organize itself politically under the aegis of the MQM and on colonial martial-race practices that indirectly influenced the actions of the former.
520 $a The PPP, Zulfikar Ali Bhutto's brainchild, developed as a national mainstream party owing to the quota policy, as its implementation created a voting bank in interior Sindh along ethnic lines. The interior of Sindh province benefited the most from Bhutto's quota policy, as there were slots reserved for its citizens in higher education and federal government jobs. The Muhajir population grew alienated not only with Bhutto's and the military's ethnic politics, but also with Pakistani identity. This alienation grew early on out of resentment of the quota system and was viewed by many Muhajirs as a threat to their livelihoods and an attack on meritocracy in Pakistan. The Muhajir population is a very small minority---only about six percent of the total population---but was the most educated class in Pakistan and benefitted immensely in the system that existed in the nascent period of the state starting in 1947.
520 $a In light of the separation of East Pakistan (now Bangladesh) in 1971, Bhutto ran on a platform of unifying Pakistanis regardless of ethnicity. My focus will concentrate on the irony of how Bhutto's policies did the exact opposite (creating ethnic harmony) by creating a new ethnic identity (Urdu-speaking) and by galvanizing political parties who sought to increase their vote banks by claiming to represent the interest of various ethnic communities (i.e. ANP for Pashtuns, MQM for Muhajirs, PPP for Sindhis). The works of Benedict Anderson (Imagined Communities), Ernest Gellner ( Nations and Nationalism) and Eugen Weber (Peasants into Frenchmen ) come to mind when analyzing the struggles of creating a uniform national identity for new states.
520 $a The thesis begins by providing background into Zulfiqar Ali Bhutto's political outlook and the rise of his then burgeoning party, the Pakistan People's Party, in the early seventies. The impacts of his policies and the pragmatism of creating support from interior Sindh will be given much attention as that area would eventually be responsible for creating his party's base. The early beginnings of the Muhajir movement from its birth as a student organization at Karachi University under the leadership of Altaf Hussain (current self-exiled party president who now lives in London) will then be explored as a direct result of Bhutto's policies.
520 $a As the most diverse city in the country, the ethnic makeup of the Karachi will be researched and explained in terms to make sense of how political parties have been able to take advantage of various communities which created social divisions within Karachi that would eventually threaten ethnic harmony for the rest of Pakistan, and would create a situation in which politics would thereafter be viewed through ethnic lenses. Also, a brief migratory history of the Parsi community will be provided as a contrast to provide insight on how a similar group of migrants curried favor with the British during the colonial period. Lastly, the practice of martial-race theory during the British Raj will be argued as the genesis of ethnic disharmony in postcolonial Pakistan. (Abstract shortened by UMI.).
