Supporting literacy development for English language learners (ELLs) will continue to be a struggle if strategies and methods are not researched to help identify which ones work best to improve reading comprehension. Educators will continue to fail ELLs in their right to access academic content without investing in a model that equips teachers with the necessary tools needed to increase language acquisition. Without a well-researched model in place, the academic gap will continue to widen and fewer ELLs will be college and career ready. The American education mindset should view ELLs as the nation's asset and invest in them. It is imperative to pursue identification of effective approaches to teaching English language learners.

This study focuses on the implementation of the Sheltered Observational Protocol Model (SIOP) for the 2012-2013 school year and its effect on academic success. SIOP places heavy emphasis on language acquisition and increasing academic vocabulary to promote reading comprehension. The study included two, randomly chosen, third grade homogeneous groups with 113 ELLs in each group from two different elementary schools. The study focused on comparing ACCESS and MAP test scores from the 2011-2012 school year, when the SIOP model was not implemented, to the 2012-2013 school year, when this model was implemented for a period of three months. The results effectively communicate the significance and positive impact of implementing the SIOP model, and support the claim that this model increases English language proficiency and reading scores as well as college and career readiness among ELLs.
