The concept of vulnerability redefined the manner in which disasters are theorized and interpreted, from geophysical events to sociocultural constructions. At the same time, understanding vulnerability became critical to orient disaster risk reduction strategies. Still, there is one major shortcoming of this concept, that is, the lack of integration of the temporal dimension, and in particular, the historical context, in the theorization and analysis of vulnerability. Therefore, this dissertation focuses on the contextualization of vulnerability from a historical perspective. Grounded on a political ecological theoretical framework, this study investigates a period of 215 years (1800-2015) in the history of Madeira Island (Portugal) in order to understand how the historical evolution of political, economic, and social processes shaped the vulnerability to disasters on the island. Also, the sociocultural adaptations to disasters will be discussed to address the strategies and practices developed by the Madeirans to adapt to a hazardous environment and to mitigate their sociostructural vulnerabilities. A historical research design and qualitative methods were adopted for the purpose of this dissertation.

520 $a Findings from this study indicate that the disasters that occurred in Madeira from 1800 to 2015 resulted from the interactions between hazards and vulnerabilities associated with the Madeiran society which emerged and were produced, transmitted, and transformed by political, economic, and social processes. Despite the structural changes that the island underwent in the last two centuries -- political administrative changes, changes in the systems of production, and changes in social organization --, these processes kept propagating vulnerabilities that were exploited by hazards, leading to disasters. Vulnerability is therefore inherent to the Madeiran society since it develops from the political, economic, and social processes on which it was and is structured. Another finding from this study is that despite various of the sociocultural adaptations to the environment that were developed by the Madeirans over time, none were truly effective in the mitigation of vulnerability, which explains the historical record of disaster on the island.
520 $a The previous findings demonstrate that a political ecological framework is appropriate to contextualize vulnerability from a historical perspective. It reveals how the broader processes of vulnerability account for a disaster event, frames how the root causes of vulnerability evolve over time, and identifies the adaptive patterns that arise from the human-environment relationship. So it is critical to integrate the temporal dimension in the analysis of vulnerability and to adopt a contextual approach to frame vulnerability. Instead of cataloguing people or societies as vulnerable or not vulnerable, we must focus first on interpreting and contextualizing the root causes and the driving forces of their vulnerability.
520 $a This study also contributes to the body of knowledge on small islands' vulnerability. Despite being integrated in a strong political economic union---the European Union---Madeira shares similar vulnerabilities of other small islands worldwide. Its colonial past coupled with the model of development adopted over the last 40 years by political, economic, and social actors explains its present-day vulnerabilities. The integration in the European Union fostered socioeconomic and territorial development in Madeira that reduced its population's vulnerability, but it also stimulated and sponsored a development strategy that clashed with risk reduction and that exacerbated vulnerability, risk, and disasters.
