This thesis examines the impact of counter-terrorism policies on the ability of humanitarian organizations to implement principled humanitarian assistance, especially for children as a beneficiary group, during humanitarian crises. It explores these dynamics through a case study analysis of Somalia and Syria, with specific focus given to the impact of U.S. counter-terrorism policies, post 2000. An analysis will be provided on the potential influence of counter-terrorism policies on the delivery of principled humanitarian assistance to children. The study will first explain the relationship between humanitarian organizations, and their mandate to provide principled action, and its interaction with increasingly robust counter-terrorism policies and initiatives. It will then explore the reasons why a children sensitive lens should be applied to this study. A literature review on the nexus between counter-terrorism policies and principled humanitarian assistance, as well as an exploration of literature concerning children in this matter, will be presented. In order to reflect the perspectives of practitioners, dealing with these issues, interviews and surveys were conducted and integrated into this thesis. Additionally, a case-study analysis of the current humanitarian crises in Somalia and Syria provides for a practical application of the topics discussed. Finally, this research will present key findings and provide potential policy and programmatic solutions to the tensions that have arisen at the intersection of principled humanitarian assistance and counter-terrorism policies.
