Community colleges are increasingly adopting business management practices that are more hierarchical than traditional collegial forms. As a result, student participation in governance is often restricted to the management of student extracurricular activities. The community college that is the subject of this inquiry is going through a period of state mandated change that takes it from a single campus to a multisite system and greatly expands its geographic service area. As a consequence, the rapport between its students, management and administrative staff must adapt to the new operational environment. This inquiry used appreciative inquiry as a method of action research to implement student participation in the policy development process of the community college. Involving students in the policy process is an organizational change that gives them a voice in the management of the institution. Through this research, the value of the 4I model of appreciative inquiry as a tool for action research and change management was explored. The results of the inquiry show that appreciative inquiry is a generative process that has value as a tool for organizational change. Student participants were able to identify what the institution does well and then to generate ideas for a better future for the college learning centers. In the future, AI can be used to further study shared governance and other factors affecting student engagement and the achievement of institutional goals.
