As the first Chinese to graduate from an American college (Yale, 1854) he envisioned the transformation of China on the American model. Parts of his vision were compatible with the thinking of those Chinese who led China in its struggle for modernization through reform and revolution. Serving under Self-strengthening leaders Zeng Guo-fan and Li Hong-zhang he brought American machinery to the Jiangnan Arsenal (1865) and played a significant role in proposing and managing the Chinese Educational Mission (CEM, 1871-1881) to the US. He was also involved with the anti-Manchu republican movement represented by Sun Yat-sen.

His marginalization in both China and America, however, limited his impact. In China power-holders made use of his expertise without trusting him because he didn't share their social and educational background. In America racism prevented him from entering the mainstream and cut short the Chinese Educational Mission. His strong desire for personal gain in a lifelong divided pursuit of China's modernization and personal fortune further kept him from achieving greatness. His twilight years, like Kang You-wei's, were marred with moral and political degeneration.

Yung Wing was a dynamic and complex individual. Buffeted by contradictory forces in a turbulent world of change he never quite found his national, political, or moral identity. Nor did he find a place to call home. As a transitional figure he launched out ahead of a tidal wave of reform and revolution and ended up trailing in its wake. A historical examination of him needs to take full account of his complexity and development over time.
