Poverty is prevalent among Native Americans residing on the reservations. Many Indian gaming tribes allocate a portion of casino revenues to improve the living standards of the reservations. Per capita distribution payment is the distribution of money or things of monetary value derived from tribal gaming activities to eligible tribal members. Low educational attainment and insufficient job skills are the contributing factors of poverty among most Native American communities. Native Americans are the least successful in completing higher education among minorities. The purpose of this qualitative Delphi study was to explore higher education facilitators' socioeconomic perspectives of per capita distribution payments and the decisions to complete post-secondary education or advanced career-training programs for Native American adults aged between 18 and 24 years from an Arizona Indian gaming tribe. A panel of 10 higher education facilitators participated in three rounds of electronic questionnaires. Through iterative communication with the panelists, the study has found that the socioeconomic issues surrounding per capita distribution payments play a role in the student's educational attainment decision. Thematic findings suggest that difficulty in accessing to education funding, insufficient family support and inadequate financial literacy guidance are recurring issues associated with suboptimal academic success rates for Native American students. Study panelists also advocated mentorship might mitigate college lifestyle challenges. The results and recommendations of the study might serve as a guide for the Tribal Government to revise the per capita distribution payment policy to addresses low education completion rate among young Native American adults from gaming tribes.
