Small and small-to-medium (SMB) businesses are the backbone of the U.S. economy. These SMBs comprise the majority of U.S. firms, employing almost half of all U.S. employees, and accounting for 54% of all U.S. sales. SMBs commonly believe that due to their size they are not a target for cyber attack or that they have nothing worth stealing, yet SMBs have valuable information that cyber criminals seek, such as employee and customer records, bank account information, proprietary company data, financial data, and access to larger networks. The costs associated with a breach of this information can be high, including the cost of remediation, as well as loss of business, yet SMBs often lack the resources to defend against cyber attacks. Cyber criminals recognize this lack of protection, making SMBs an appealing target. Hardening the cyber security systems of SMBs will not only protect data, but will also protect SMB customers, vendors, users, subscribers, business partners, and others in the supply stream in which they participate. This paper outlines the elements and tools of a robust cyber security program forming a model for aiding small businesses in cyber security planning, implementation, and maintenance.
