Three historically-specific questions are taken up by this dissertation: First, why and how did Britain and China in 1984 attempt to articulate a political agenda to deal with uncertainties related to the transfer of sovereignty in 1997? Second, how and from whom did this agenda win its support and resistance? Third, why and how did the institutionalization of political stability first work and then fail in 1994? This dissertation tries to provide an analysis of the political economy of Hong Kong and to examine the linkage between that political economy and the political stability and crises which marked the years between 1984 and 1994.

520 $a The answers outlined in this project point to the significance of class forces. A relative class power approach is employed to explore the factors that generated cooperation between Britain and China and led to the signing of the Joint Declaration which offered an optimistic promise for the democracy of the post-1997 Hong Kong. It aims at demonstrating how different class actors in Hong Kong reacted to the Joint Declaration and the subsequent process of democratization, who supported, who opposed, and who compromised. It examines the conflicts among local class forces and the contribution of these conflicts to the crisis of political stability. Conflicts existed not only among segments of divided economic elite but also among organizations of labor. The content of these conflicts was both economic and political, structural and strategic, and any of them must, therefore, be both analytic and narrative.
520 $a In addition, the project provides a story-telling narrative which accounts for what happened as what might have happened, given that a theory may lead to the rediscovery of the opportunities that were lost, possibilities that were inherent at each juncture and alternatives that remain open. It points out that three opportunities that Britain lost in generating a serious project of democracy in Hong Kong. It also discusses the potential source of new opportunity by looking at the tensions between Chinese state-owned capitals and the Chinese regime.
