Training evaluation is the final stage of a comprehensive training program and is designed to measure its effectiveness. This stage of the training process is often neglected and the neglect occurs across all industries. One reason given for this neglect is a lack of knowledge and/or skill in designing an evaluation study. Creating a design that has both internal validity and isolates the impact of a training program is a complex process for researchers and training professionals. However, it is a critical one because mitigating threats to internal validity is essential to gauging the impact of a training program. The present study uses a nonequivalent dependent variables design to measure the effect of an entrepreneurial training program.

Government entities consider entrepreneurship a key to developing and sustaining the present economy. Because of their importance, large investments have been made in entrepreneurial training programs. As already noted, the extent to which training programs are evaluated is limited and this is even more characteristic of entrepreneurial programs. Past research focused on subjective measures to determine program effectiveness. The literature, though, is mixed concerning the validity of these measures to evaluate effectiveness. A more widely-accepted method to determine the amount of learning gained from the training is by using quantitative and valid methods.

This study measured participants' learning in a state-sponsored entrepreneurial training program. Participants were measured on their knowledge of three business variables in four observations throughout the 10-week training course to determine the amount of learning that resulted from the program.

Repeated measures analysis using generalized estimating equations (GEE) was used to measure skill acquisition by participants. Significant increases were found in the mean scores during the training course. This indicates participants' knowledge of business variables increased during the training. Special comparisons inherent in the non-equivalent dependent variable design indicated that participants' learning of key business variables was the result of training and not due to internal validity artifacts.
