This study focuses on determining how strategic is the role of the University as an agent of economic development of a country, using the model of the triple helix, as leading actors including the Government, University and private enterprise.The same, recognized as engines of impulse to institutions educating in periods of economic stagnation, as in the case of Puerto Rico. The research aims to identify whether entrepreneurship education and development of business capacities relate to the entrepreneurial orientation adopted by the University. The research aims to identify whether entrepreneurship education and development of business capacities relate to the entrepreneurial orientation adopted by the University. On the other hand, emphasis in determining if the teaching methods used to promote the development of generic, specific, and entrepreneurial skills by promoting self-employment. The purpose of the research is to present a model that will allow the assessment of the strategic conduct of the University and their level of influence on the development of its students. At the same time, invited to the internal analysis of the educational structures of universities evaluating entrepreneurship education from the alignment of the objectives of the curriculum with the selection of teaching methods used to develop business skills. The sample is determined by 200 students from universities in the private sector and 200 students from universities in the public sector. To corroborate the results of the study, the structural equations model, used method that combines both the multiple regression and factor analysis. The study leads to the conclusion that students understand that they are developing their business skills, although teaching methods used by both sectors strengthened generic and specific competences, but are not enough to strengthen entrepreneurial competencies.
