There has been great concern about the relationship between the federal government and its universities with regard to improving funding for research and scholarly activity. Faculty members at Historically Black Colleges and Universities (HBCU) have been instrumental in contributing to society as it relates to research and development. The problem addressed by this study concerns the understanding of how faculty members perceive sponsored research environments at HBCU as aiding stronger intergovernmental relations. The purpose of this study was to examine faculty member's perceptions of institutional research environments by using primary data that were measured by future sponsored research engagements, satisfaction with services provided by sponsored research offices (SRO), and satisfaction with the percentage of recovered facilities and administrative costs returned to colleges, departments, and faculty members. The findings of this study may enable administrators and government entities to adopt policies that will be mutually beneficial to all HBCUs, government entities, and the public at large, thus reaffirming better intergovernmental relations. This study found that among the faculty, there were no statistical differences in their likelihood to submit future grant proposals, satisfaction with services provided by sponsored research offices, satisfaction with facilities, and satisfaction with the administrative funds returned to colleges, departments, and faculty members. The study also found that male faculty members were less satisfied than their female counterparts were regarding facilities and returned administrative costs. In addition, faculty who were denied funding were more likely to engage in sponsored research activities than those who were not.
