In order to improve nursing's collective power and play a significant role in the national health care policy making process, the Taiwanese nursing community is expected to make changes to enhance its organizational effectiveness. Based on the concept of empowerment, the purpose of this research was to explore nurses' empowered participation in Taiwanese nursing organizations. This research served as a pioneer study in Taiwanese nursing because of the Western imported concept of empowerment. A voluntary and academic nursing organization was chosen as the research target organization. A qualitative research designed was used to discover the general empowerment process of the active members' organizational participation, the factors that contributed to establishing their sense of empowerment, the factors that influenced their activated organizational participation, and the strategies used to remove barriers to the process. Eleven subjects, who are active in the target organization and fit the defined characteristics of empowered nurses, were selected by using theoretical sampling. In-depth interviews were tape-recorded and transcribed in Chinese verbatim. The data were analyzed by the grounded theory method.

520 $a Several individual characteristics were identified for empowerment in Taiwanese nursing organizations. The establishment of individual sense of empowerment was found to be influenced by individual and peer's needs, by commitment to the organization and the profession, and by stimuli from the outside environment. A model of individual activated organizational participation was developed by identifying facilitating factors and barriers. Family, nursing school, workplace, the organization, and the society served as vital resources to this model by influencing four factors: improving competence, satisfying needs, offering backup, and giving impetus. Education, resource mobilization, opportunity creation, and increasing incentives were identified and categorized as the four major groups of strategies to improve the organizational empowerment process.
520 $a The influences and impact of Chinese culture on this empowerment process were particularly recognized. This model can be utilized to empower members in both the administration of nursing organizations and the nursing workplace. The model may improve organizational performance. This model may also help to improve nursing education both in schools, in professional organizations, and in workplaces.
