The purpose of this study is to develop an integrative model of international technology transfer. Using a questionnaire instrument, 181 Taiwan's manufacturing firms were surveyed. A model from a communication perspective is tested with the empirical data gathered. The model investigates the communication process of TT at the work group and firm level. The model embraces four major explaining factors--inter-group climate, inter-group structure, transferability of technology, and gaps (organizational and technological)--to explain efficiency of communication and the effectiveness of TT. Communications at the interfirm and inter-group levels play a mediating role between the factors and TT effectiveness. Several statistical techniques including structural equation modeling, canonical correlation, and stepwise regression are used to test the hypotheses derived from the integrative model. Results of statistical analysis support all hypotheses proposed.

Seven cases were studied to investigate the dynamics of TT phenomena. These cases represented four types of technologies--system products, component products, system processes, and component processes. TT patterns of the cases were very different according to the nature of technology transferred. A three-stage model was developed to describe the dynamic learning process of TTs in Taiwan. This study's conclusions indicate that TT is a dynamic inter-group communication process and needs to be managed strategically.
