The Reading First program was designed to improve students' reading levels. In this program, students of low socioeconomic status were targeted with the goal to increase their literacy skills for future reading success. The purpose of this quantitative study was to determine if differences existed in reading achievement for 2 groups of 3rd grade students at 2 elementary schools located in the rural Mississippi Delta. The theoretical framework was based on reading as a multiplex process as well as cognitive, social, and language development theories as they relate to children learning to read. Group A consisted of 56 Grade 3 students who participated in the Reading First program and Group B consisted of 59 Grade 3 students who did not participate in the Reading First program. Using a causal comparative research design, the study analyzed test data obtained from 2008 to 2010 from the 2 groups. A mixed design ANOVA revealed between-group differences in scores relative to school affiliation from 2008 to 2010 with Group A exhibiting greater mean scores; however, no within-group changes occurred over time. Recommendations include repeating the study for additional years with a larger sample size. By employing strategies of the Reading First program, teachers may assist struggling readers in reaching targeted reading levels. School district administrations should make informed decisions based on research related to best practices in order to improve the reading skills of all students.
