This study uses statewide longitudinal data from Texas to estimate the impact of a state grant program intended to encourage low-income community college students to transfer to four-year institutions and complete the baccalaureate. Quasi-experimental methods employed include propensity score matching and regression discontinuity. Results indicate that the grant has a significant impact on raising the likelihood of transfer, particularly for Latino/a students, but no significant impact on baccalaureate attainment. This pattern has likely emerged in part due to post-transfer issues with the portability of the grant across two- and four-year sectors.
