Small and medium enterprises (SMEs) have been key factors in the growth of economies worldwide, particularly in their contribution to employment in developing countries. In Saudi Arabia, human resource directors operating in engineering SMEs have encountered challenges to recruit skilled locals to comply with labor regulations. Specifically, it has been noted that some human resource managers of Saudi engineer SMEs lack the recruitment skills and strategies to conform to local labor regulations. Grounded by the institutional theory, the purpose of this research was to explore the strategic human resource practices SMEs could apply to comply with regulations in the Saudi engineering industry. In this case study, 3 human resource managers participated in multiple semistructured interviews, where they provided detailed information about organizational-specific strategies to recruit Saudis from the available pool of job applicants. Using a compare and contract procedure over the data from the interviews, 3 categories of themes emerged: (a) effects of labor regulations on SMEs, (b) the characteristics of successful recruitment, and (c) the application of strategic human resource management by SMEs. The key outcome from the findings of the study is that Saudi SMEs should apply a combination of company-specific recruitment and procedures of strategic human resource management to approach skilled Saudis. The findings of this study may assist HR managers in Saudi SMEs to employ locals and as a result may contribute to positive social change by increasing chances of employment of Saudis.
