Both global energy needs and the need to curb greenhouse gas emission are growing. One possible source of energy in the Northeastern United States is short-rotation coppice willow grown for biofuel. Beta regression models were developed to quantify factors affecting Conservation Reserve Program (CRP) enrollment, the most likely land source for growing willow biomass. These models were then used to simulate what effect different CRP payment amounts would have on the estimated proportion of land enrolled in the CRP. The primary research objective was to estimate the CRP payments that would be required to increase the proportion of land enrolled in CRP that could be used to grow the willow biomass needed to support current consumption of the 37 wood-burning power plants in Maine, New Hampshire, New York, and Vermont study region based on the simulations.
