The present study is an attempt to make a contribution to the understanding of the secondary vocational education reform in China in order to enhance its further development. Specifically, the purpose of this study is to examine the policies, aims and curriculum of the secondary vocational education reform since 1978, and to help establish a knowledge base on its development within the context of Chinese modernization movement.

520 $a Reviewing the historical legacy and modern experiences of China's vocational education, the study provides an overview of the basic characteristics of current secondary vocational education in China. The tension between rapid institutional expansion and quality improvement in the 1980s, and reform trends under the market-oriented economy in the 1990s are analyzed. Social, political and economic changes as well as the development of the government's major vocational policies are also examined. A case study of a suburban vocational high school focuses on its initiatives in administration, curriculum and teaching innovations.
520 $a Policy recommendations of this study include the need to broaden the vision of secondary vocational education and to continue government support for local initiatives, in order to achieve future success. The establishment of a regional multifunction vocational center is suggested, as are a dynamic evaluation system and the implementation of vocational guidance. The study concludes with discussion of the future direction of China's secondary vocational education.
