The objective of this dissertation is to empirically measure technical efficiency of agricultural production in a rural Chinese county. The key to the study is choosing the appropriate analytical methodology. When the study area is as diverse and complex as that of Chinese agriculture, the choices for analytical models require special consideration in data characteristics as well as the admissibility of the modeling procedure to data problems. The assumed sub-optimality in production performance led to the application of frontier models; the assumption of non-randomness and non-homogeneity in the data led to utilizing random coefficients model. Combination of the two modeling procedures gave a frontier-random coefficients model, which was applied in this study. Data for this study were found to have heterogeneity.

The two analytical models applied in this study resulted in different estimates for all of the production function coefficients, technical efficiency (TE) scores, and estimation of socioeconomic impact on technical efficiency. The Frontier-Random Coefficients Model (FRCM) was considered the more pertinent method to this study because of its admissibility to the data heterogeneity problem, whereas the Frontier Model (FM) ignores this problem. Findings of this study indicate existence of technical inefficiency in the study area by both models. According to the FRCM, a well-organized rural community can help increase production efficiency by investing in human capital (education) and in improving production conditions, e.g., the paddy field. Technical support to the farmers through extension systems was found less than sufficient in the study area and was strongly recommended in the policy that targets higher output from agriculture.
