520 $a The transformation of state industry is a far more complex process than what radical market reformers have predicted or expected. The socialist enterprise had acquired two basic organizational features under the institutional framework shaped by the macro-political processes of communist dictatorship: (1) socialist managers had never been able to establish effective managerial control over the production process; (2) the socialist enterprise evolved increasingly into a self-serving organization under the command economy.
520 $a Because of these organizational features, the transformation of the socialist enterprise would not automatically occur as a natural response to marketization and privatization. Although it is inevitably intertwined in complex ways with economic, political, and institutional changes initiated from above, the transformation of the socialist enterprise nevertheless requires an independent process of organizational change. The Chinese experience shows that such a process of organizational change is always driven by seeking managerial control for market competition. To allow this process to happen on a mass scale, the state must maintain its engaging role as a problem solver and promote the growth of markets. Therefore, the transformation of the socialist economy depends on multi-sources of change in a process that is interactive and evolutionary in nature. In this perspective, radical market reforms and rapid privatization may have impeded the organizational change of the enterprise from happening in Russia.
