This Executive Position Paper investigates the best practices in developing a knowledge transfer culture to assist in the planning for adequate organizational successors in Government service. Analysis of Government survey respondents highlights the need for Government organizations to focus more on succession planning, knowledge management/transfer, and cultivating a learning culture. This paper also proposes recommendations for the development of a succession planning organizational culture by enhancing knowledge transfer practices in order to ensure that organizations continue to thrive during seasons when vacant positions are being filled.
