Despite efforts by the Indonesian state to reform their provision of public services, why has the Indonesian state failed to sufficiently respond to the Indonesian water crisis? To what extent can this be explained by the weak capacity of the state? To what extent can the weak capacity of the state be explained by Indonesia's colonial legacy and state formation leading up to the end of the Suharto era? After the exit from politics by Suharto in 1998, Indonesia has experienced rapid reform and growth, both democratically and economically. Yet, even with the transformation of Indonesia's political and economic sector, nearly half of Indonesians lack immediate access to freshwater for daily use, not to mention the toll that improper management is expending on the environment. Will Indonesia overcome the paralysis of its bureaucracy, caused by the emergence of Indonesia's oligarchy in the 20th century, to effectively respond to this issue?
